It's obvious when you look at the details but if you just look at the name of the product it is literally called: Yes it is but they don't really come right out front and tell you that. It has support for that and you can power it separately from a USB power bank. The Steinberg is a good choice if you ever want to record with a cell phone or tablet. If you are on a tight budget I recommend Steinberg UR12: or Presonus Audiobox 2x2: I'd say you could try it and see what your results are it shouldn't hurt anything to try this - but be prepared that if you want to show off the quality of the SM58 you are very likely going to need to buy a musicians quality audio interface. A lot of laptops have unusual connectors that could cause issues. The other problem is if it's a laptop you might have a problem with TRRS connectors.

The main problem is that PC built in audio is pretty crappy - think if it like the stock radio in most low end cars - it works but it's pretty garbage overall. You might be able to get XLR -> 3.5mm or XLR -> 1/4 -> 3.5mm and it might work. to answer your question - the SM-58 is a dynamic microphone so you don't need phantom power.

And while we're at it, we want to make sure you have playback which isn't affected by all of the electrical signals inside the case of your computer so a decent DA converter will be handy too.
